GTVP Historical Breakdown: Phase I and Phase II

Phase I (September 2015 - October 2018) Phase II (November 2018 - October 2021)
Foundation Laid:
GTVP embarked on its transformative journey with Phase I, commencing on 1 September 2015. This initial phase laid the groundwork for the program's unique approach to addressing the challenges within Ghana's TVET sector.
Continuation of Impact:
Building on the successes of Phase I, GTVP seamlessly transitioned into Phase II on 1 November 2018. This phase aimed to deepen and expand the impact of the TVET voucher model, reaching a wider audience and further enhancing the competency-based training framework.
Building on GSDI’s Legacy:
Leveraging the groundwork laid by the Ghana Skills Development Initiative (GSDI), funded by BMZ and implemented by GIZ, GTVP Phase I incorporated competency-based training (CBT) standards, developed during the GSDI pilot phase. This collaboration set the stage for the innovative TVET voucher system.
Reaching New Heights:
Phase II expanded the reach of GTVP, ensuring that more beneficiaries, including apprentices and master craftpersons, could access quality TVET programs. The project continued to champion the improvement of working conditions, income generation, and the overall livelihoods of those in the informal sector.
Implementation of TVET Vouchers:
The project introduced the pioneering TVET voucher system in June 2017, a demand-oriented financing mechanism designed to enhance access to accredited CBT programs. By July 2017, the issuance of the first vouchers marked a significant milestone in providing targeted support to apprentices and master craftpersons.
Strengthening Collaborations:
Throughout Phase II, GTVP focused on strengthening collaborations between training providers, trade associations, and the private sector. This collaborative approach aimed to foster sustainable TVET delivery and bridge the gap between industry needs and skills development.
Capacity Building and Readiness:
Through Phase I, GTVP focused on capacity building for training providers and trade associations. This phase not only established the foundation for demand-oriented training but also strengthened the TVET ecosystem for sustainable impact.
As of October 2021:
With both Phase I and Phase II contributing to the transformation of TVET in Ghana, the project has reached over 14,170 beneficiaries, leaving a lasting legacy of empowerment, skills enhancement, and socio-economic progress.

Quality Enhancement: Phase III and Phase IV will focus on further enhancing the quality of TVET programs, aligning them with evolving industry needs and accreditation standards. Inclusive Reach: The program will strive to broaden its reach, ensuring that even more apprentices, master craftpersons, and individuals in the informal sector benefit from demand-oriented and accredited CBT.

Partnerships for Scale:

  • Government Collaboration: GTVP aims to deepen its collaboration with government agencies to align with national TVET strategies, ensuring sustainability and scalability.
  • Private Sector Engagement: The project will continue fostering partnerships with businesses and private sector players to create meaningful opportunities for TVET graduates and enhance industry relevance in training.
